According to 365gay.com, it's one step forward, one step back for NYC transfolk:
The New York City Board of Health voted Tuesday to turn down a measure that would have allowed transgender men and women to amend their birth certificates without requiring that they undergo sex reassignment surgery. The unanimous vote came despite a strong recommendation from its own staff and four years of consultation by an eight-member panel of transgender experts and vital records offices across the country.

The city's health commissioner says officials need to look more carefully at the issue. One concern is whether it would conflict with federal identity document rules being developed.
Oh, no - we wouldn't want to run afoul of possible future national identity papers, would we?

    I was so disappointed in that, but even more so for the so-called rationale.

    I never imagined such a big whoop-te-do could be made out of someone's pee-hole.

    The rationale is a pretence. How come so much prejudice dare not be open, but masquerades as logic? Makes you wonder. x

    The whoop-te-do is not about the pee-hole, per se, but about how it's represented on your "identity papers".
