It's supposed to help
Belgium is one of a number of countries in the world where voting in elections is compulsory. If a citizen doesn't vote, there are legal repercussions. If citizens fail to vote in 4 elections in a 15-year period, they are penalized. What's the penalty? They're not allowed to vote for 10 years! So, if they don't vote, they can't vote? Use it or lose it? Does that make sense?
